Returns all manual tax rates configured for the entity. Each record includes the rate name,
percentage, jurisdiction, and whether AvaTax overrides it for transactions in the matched
jurisdiction. Use this endpoint to inspect manual rates; for real-time AvaTax calculations
use the AvaTax connector instead.
Requires settings:read scope.
